More rocks are needed to properly anchor the base of the power pole and protect it from vehicle traffic.

Padding and warning signs should be installed on the guy wire to prevent strangulation of pedestrians.

The "cambered" power pole should face into the prevailing wind so that the wind force will straighten the pole to maintain a maximum clearance from the electrical wire to the ground.

The wood insulators securing the wire should be re-nailed to better secure the wire.
Proper installation of any electrical power distribution wiring is not only an engineering concern but also a safety concern. Electrical distribution systems must be installed properly, in accordance with the applicable codes, and must always consider safety of the maintenance personnel, users of the systems, and in this case the general public.
